Minutes of a meeting of Thrybergh Parish Council, Thursday 4 December 2025.
Held at the Parish Hall, Park Lane, Thrybergh.

  6. 150/25 Minutes of the previous Parish Council meeting held on Thursday 6 November 2025

    Resolved: That the minutes of the previous meeting of Thrybergh Parish Council held on Thursday 6 November be approved as a correct record and signed by the Chair.
  7. 151/25 Matters Arising from Previous Meetings of the Parish Council:
    • 114/25 Christmas 2025 Pantomime -The pantomime has sold out with 138 tickets issued. Refreshments have all been purchased and are ready for the event. Six Parish Councillors are attending, along with Santa Claus.
    • 117/25 Fire Risk Assessment – An update on work required to hall fire doors. Noted: The Clerk will provide an update at Januarys meeting.
    • 119/25 Initial Washroom Hygiene - To update the parish council on new dispensers and bins. Noted: The Clerk will provide an update at Januarys meeting.
    • 141/25 Fixed Wiring Remedials - To update the council on the 5-Year Fixed Wiring remedial works required. Noted: The Clerk will provide an update at Januarys meeting.
    • 140/25 Floor Repairs - To receive an update on planned repairs to the main hall floor. Noted - The Clerk will provide an update at Januarys meeting.
  8. 140/25 Grit Bins - To discuss and agree the location for the additional grit bin.

    Resolved: To request planning permission from RMBC to place the additional grit bin across the road close to Oldgate Lane/Silver Street where there is large, grassed area.
  9. 140/25 Highways License - To note the addition to the license for the additional planter at St Leonard’s has been confirmed by RMBC
  10. 140/25 Defibrillator Pad - To approve spend of £62.65 + Vat for the replacement of expired defibrillator pads

Planning Application RB2023/1033 – It was noted that RMBC has now approved this planning application

    To approve the purchase of 25kg rock salt at a cost of £277.50 + Vat.
    Resolved: Approved.
  2. 153/25 Gov.UK Domain and Parish Council Email
    To approve the monthly cost of £58.99 + Vat for the introduction of the domain name Thryberghparishcouncil.gov.uk and hosted council Microsoft 365 email addresses through Pro-Logic.co.uk.
    Resolved: That Pro Logic be appointed to provide this service, with price to be amended to include 9 general email addresses as Councillors G Trickett (Chair) and J Parsons do not use email).

  1. 156/25 Items of Report
    To receive, consider and decide upon any items of report.
    Ward Councillor Michael Sylvester provided the following report :
    Thrybergh Country Park - Development is now picking up pace with the cafe set for a soft opening on January 5th and work on the play area to start as soon as construction ends on the cafe.Some of the barriers to pedestrians using the park have been difficulty crossing the A630 and having to share space with traffic walking up the drive. The Local Neighbourhood Road Safety scheme that's set to go ahead is looking to use the extra £150,000 we secured from strategic community infrastructure levy to install a crossing where the dropped kerbs are near the current bus stops. There are two variables as we need to get SYMCA to move the location of the Rotherham bus stop nearer to Thrybergh and a local resident may need to agree to a different layout to the drive to their home.  A budget has also been secured to improve the path across the field to the woodland entrance on Doncaster Road so people with buggies, wheelchairs, children etc don't just have a choice if on foot of a wet field or walking next to traffic to get in.
    Bus Lane Review-In early November SYMCA announced they were launching a consultation on November 10th regards new bus lanes on the A630 which members may have seen in the press.  This never happened and I raised this at the last Transportation Advisory Board and our ward meeting.  The consultation we are now told should start before Christmas on proving a new bus lane, puffin crossing and islands between Lidl in Dalton and Magna Lane while altering the lights at the bottom of Oldgate Lane and Doncaster Road to form a virtual bus lane.  I would welcome opinions and when the consultation goes live I will share and would ask members to complete and share widely.
    Terry Craven - Finally, Mr Chair I would like to have it recorded my personal thanks as we approach his retirement for the service Parish Clerk Terry Craven has given us. Terry has been a joy to work with and I particularly love his work on detailing the records of Thryberians lost in World Ward 2.  It is due to what I believe is a great contribution and improvement in our parish over several years of hard work that Cllr Ryalls and I would like to recognise him as our ward Community Champion for 2025.

    Councillor G Trickett (Chair) provided the Hall secretary report informing Council that the run up to Christmas will be busy and bookings for next year continue to come in.

    Councillor M Senior advised he would be attending the standards and ethics board meeting in January 2026.

    The Clerk advised that there was a CAP meeting held in the parish hall on 4 December.
  2. 157/25 Matters Requested by Councillors
    The Clerk reported that the South Yorkshire Pensions Authority have confirmed a pooled rate of 12.7% for pension contributions from 1 April 2026.
  3. 158/25 Bank Mandate Changes
    To approve the changes to the bank mandate as presented and the request to Co-op bank to remove historic signatories without the individual’s signature due to the lack of contact information for the historic councillors named.

    Noted: Following a discussion on the draft budget the clerk advised that changes discussed would be made and then the final budget and precept consideration will now be presented at the Parish Council meeting on 8th January 2026.
