Minutes of a meeting of Thrybergh Parish Council, Thursday 8th January 2026. Held at the Parish Hall, Park Lane, Thrybergh.

    *Councillor B Shaw apologies were not presented at full council as they were via email and only seen after the meeting.

  5. 167/25 Minutes of the previous Parish Council meeting held on Thursday 4 December 2025

    Resolved: That the minutes of the previous meeting of Thrybergh Parish Council held on Thursday 4 December 2025 be approved as a correct record and signed by the Chair.
  6. 168/25 Matters Arising from Previous Meetings of the Parish Council:
    • 117/25 Fire Risk Assessment Outstanding Works - Noted: The Clerk has reviewed the outstanding work and is seeking further advise on resolving the outstanding issue.
    • 119/25 Initial Washroom Hygiene - To note the entry in to a 48 month contract, the signing of the direct debit mandate - £71.69 + vat per quarter and the installation of the equipment on 23/12/2025. Noted: The installation has been delayed until mid-January.
    • 141/25 Fixed Wiring Remedials - To update the council on the 5-Year Fixed Wiring remedial works and quotations received. Noted: Initial quotations have been received from two contractors, the Clerk has requested that the quotations are revisited by both contractors and will bring options to council once these revisions are ready.
    • 140/25 Floor Repairs - To recieve an update on planned repairs to the main hall floor. Noted: That the damage to the floor is protected and the caretaker will monitor this until such time as a quotation can be sourced from a competent contractor.
    • 140/25 Grit Bins - To receive an update on the planning application for the positioning of the new grit bin, and note that the rock salt has been collected from the supplier and the five existing grit bins filled as of 11/12/25. Noted: The planning application is still to be submitted.
    • 153/25 Gov.UK Domain and Parish Council Email - To note the signing of the direct debit mandate for £54.39 + vat monthly and that the Clerks email address and Sharepoint is now live with a phased approach being taken to the transfer of the email addresses of the Councillors and discussions ongoing with RMBC on transferring the domain. Noted.
    • 158/25 Bank Mandate Changes - - To note the updated bank mandate has been submitted to Co-Op Bank. Noted.
    • 2025 Pantomime - To note attendance at the pantomime was 57 adults and 65 children with £108 cash taken on the door. Noted.

  • Our Place – Thrybergh war memorial – 28 January 2026 public consultation 2pm – 5pm in the parish hall.
    Noted. All items were noted, with the Parish Council requesting the Clerk to decline the request from Yorkshire Air Ambulance due to safety concerns.
  1. 171/25 Items of Report
    To receive, consider and decide upon any items of report.
    a. To note that a request for an election has not been received by RMBC for the Casual Vacancy for the South Ward of Thrybergh Parish Council and this seat is now available for co-option. Noted.
    b. To receive the Ward Councillor's report. Noted: Ward Councillor Michael Sylvester provided the following report:
    Volunteer Litter Pickers - Mr Chair I would like to start with a thank you to our voluntary litter pickers across the ward. Litter picking is not just about picking litter but holding the council to account and evidencing need for services. As a result of the evidence gathered by them we have seen one of the highest increases in litter bins in Rotherham with a 20% in new bin sites across the ward with an extra 10 in Thrybergh Parish.
    Snow Wardens - Thank you to the 13 individuals across the ward (I’m afraid I only have ward numbers) who have signed up to grit particular areas. We’re fourth in terms of numbers and have the highest number of volunteers out of the highly deprived wards. Volunteers receive a snow shovel, hi viz, thermal gloves and an initial supply of three bags of grit salt in return for offering to look after an area. I’m signed up to look after the path from Pingles Crescent to Park Lane and the front of the bungalows on Pingles.
    Upcoming Church Services - This Sunday at 5pm there will be a joint evensong with St Gerard’s and St Leonard’s congregations at St Leonards and on February 2nd at 6pm with the Silverwood Colliery Heritage Group there will be a service at St Leonard’s to mark the 60th anniversary of the Paddy Mail disaster at Silverwood Colliery.
    War Memorial Consultation - Details have come through from RIDO regards the Our Place consultation, we just need details of what will be said and I note its on the agenda for discussion.
    Bus Lane Consultation - As reported at the last meeting this is now live and we had a good turnout of residents at yesterdays in person event in the Interchange. I’m still forming my response but am not convinced the concept of virtual bus lanes at the bottom of Oldgate Lane and Doncaster Road will make any significant difference to bus reliability.
    Goal Post Consultation - Letters have been delivered to properties around the Plantation asking for opinions on siting junior goal posts in the area asking for resident’s opinions. This has come about after litter picking in the area identified temporary nets that residents say were popular in the summer but would get wrecked. Hopefully this will deliver something more durable to encourage kick abouts.
    Finally, the country park café should be open on January 26th.
    c. To receive the Hall Booking Secretary's report. Noted: Bookings continue to be taken with two more bar functions booked before the end of the financial year.
    d. Cllr A Martin advised that she had attended St Leonards Church for the carol service.

    Resolved: To retire the registration book under advise from the Clerk that registration is captured within the meeting minutes and there is no legislative requirement to duplicate this information in a separate register.

  4. 174/25 Budget 2026/2027
    To receive and consider the recommendations regarding the 2026 – 2027 budget and the 2026 – 2027 Precept demand from RMBC

    Resolved: That the budget for 2026 – 2027 at £127,237and the Precept Demand of £115,427 are approved. This equates to an annual figure of £126.83 per household (an increase year on year of £11.14 or 9.63% {Band D Equivalent}).
