Minutes of a meeting of Thrybergh Parish Council, Thursday 5th February 2026. Held at the Parish Hall, Park Lane, Thrybergh.

- 182/25 Our Place – Thrybergh War Memorial
Noted: A discussion took place with the following key points of report- The project team from RMBC advised the parish council that there were five monuments included in the project and consultation was currently underway for all of them.
- Feedback received to date for the Thrybergh’ Cenotaph includes: making the area a seasonal focus point, improved space surrounding the memorial, installing low level reflective fencing, ensuring new seating has back support, making lighting improvements, widening the access, installing an outdoor power supply and updating the planting.
- The flagpole is also in plan to be replaced.
- The team plan to revisit and present the final scheme to full council in April, prior to the work going out for tender.

- Fire Risk Assessment

Resolved: The Clerk is instructed to request a revisit from the fire risk assessor and gather feedback on works completed to date prior to making any further decisions on more extensive remedial works. - Initial Washroom Hygiene- To note that the new dispensers have now been installed and the invoices are included in the payment schedule. Noted.
- Gov.UK Domain and Parish Council Email – to note that the domain name has been successfully added to the parish council website. Noted.
- Bank Mandate changes – to note that the amended banking mandate is now in place: - All historic councillors have been removed - One councillor is now trained in authorising transactions approved and uploaded to the banking system by the Clerk - The Clerk has received a Debit Card for use in line with the Financial Regulation - The previous Clerk has been removed from the banking system with the debit card blocked and destroyed. Noted.
- Planning for the 2026 pantomime
- To note that the parish council will be able to book the December 2026 pantomime date in early March {provisional date requested 12th December} Noted.
- To approve the quotation of £1371 + vat received from Chaplin’s to perform the pantomime in 2026

Resolved: The risk register is approved as an accurate reflection of Thrybergh Parish Councils current risks. - To consider any updates required to the Asset Register v1.1
A discussion took place on the current format and content of the asset register. Noted: The asset register is to be reformatted to provide columns for both purchase price and insurance values and will be presented at March full council for approval and confirmation of the assets/ values ahead of the 2025 - 2026 AGAR submission. An Asset Valuation Policy will also be presented for Council consideration and adoption.

The Ward Councillor provided the following report:
Thrybergh Country Park
The café opening has gone well. Work on the new play area commences Monday and the path upgrade from Doncaster Road has been completed. There is information in this month’s ward bulletin if the parish council or other community groups want to take part in shaping the artwork with Unfurl who are creating the design.
Work on the new crossing continues. Work is set to be carried out at the end of the month to remove some excess vegetation to increase the room on footpaths which will involve traffic lights on Doncaster Road near Carr Lane.
Bill Winder Play Area
I got the report back on the consultation yesterday. Next stage is the design.
Goal Post Consultaion
We had 6 respondents only one objection, comments were raised about dog fouling and dumping on the Plantation. I am trying to get this as housing land to be on the caretaking services cyclical checks but as we often find actual reporting of such issues is low.
Social Media Changes
I’ve had to make several changes to management of my social media especially Facebook. Going forward I’ve set up an automatic reply on Facebook Messenger advising people that no real name, no address then no reply.
Untaxed Vehicles
We are seeing a number of vehicles with no tax or insurance linked to the more back street motor trade being parked up on streets causing problems for residents. If anybody observes such vehicles we need reports to the DVLA who are the enforcing authority.
Fosters
Work has started on the garage demolition and tank removal which we’ve been told will take about 8 weeks to get the site ready for construction. This permission is for conversion of the barn and granary into 7 houses with 25 new being built.
Winter Works
Following up from a question by Cllr Aylward, Street pride state they have carried out the winter works for our area last October. I hope the parish council will support me in questioning the standard and having one of my “vigorous” conversations next week. - To receive an update from the Chair on the current bookings for Thrybergh Parish Hall
a) To confirm the date for the Parish Hall management committee meeting
Noted: A discussion took place on the purpose of the proposed meeting and it was confirmed that on this occasion the committee members would not meet as a committee but would attend the parish hall to complete a Health and Safety and condition survey on 9th April at 5.30pm.
b) To consider waiving the fee for RMBC to use the Parish Hall for the Our Place consultation as this is for direct benefit to Thrybergh parish

Resolved: To waive the charge to RMBC for the venue hire to host this consultation.
c) To note the outcome of the Parish Hall Bar stocktake completed with the previous clerk on 23rd December 2025
Noted: That the bar has achieved a net loss of £566.69 between 1st April and 23rd December 2025.

- To make arrangements for Clerks probationary period review prior to the end of April.
- To consider the hire charges for Thrybergh Parish Hall for the financial year 2026 – 2027
- To consider and agree the bar staff salaries for the financial year 2026 - 2027

- 192/25 Resolved: to exclude members of the public and press under the Public Bodies (Admissions to Meetings) Act 1960 due to the nature of the business to be transacted on the following items being prejudicial to the public interest

A paper detailing currently hourly rates, changes to the national living wage and an options for the parish council to considered were tabled for discussion.

Resolved: That the Clerk should advise staff of the increase agreed, to be effective from 1st April 2026. - To consider the options available for untaken holidays for staff for 2025 – 2026
The Clerk shared details of untaken holidays, with explanations on the parish councils options to resolve this for discussion.

Resolved: To pay the outstanding balance discussed with the condition that the Clerk should remind all staff of the need for proactive holiday planning for 2026 – 2027. - To note the Clerk has forthcoming annual leave from 20th to 27th March (20 hours)
